Project 2025 — formally titled Mandate for Leadership: The Conservative Promise — is a 920-page governing blueprint published in 2023 by the Heritage Foundation and more than 80 conservative organizations. It was not invented by Democrats. It was not a talking point. It was a detailed operational plan for restructuring the executive branch of the United States federal government — and it is being implemented.

Documented fact

Project 2025 was written by the Heritage Foundation — a conservative think tank — along with over 80 right-leaning organizations. Democrats had no role in authoring it. The document's foreword was written by Heritage President Kevin Roberts. Its chapter authors include dozens of former Trump administration officials, many of whom now hold senior positions in the current federal government. Democrats warned about it. They did not create it.

The Department of Education is being actively dismantled. The Consumer Financial Protection Bureau has been functionally shut down. NOAA and EPA budgets have been significantly cut. Russell Vought — a primary Project 2025 architect who wrote the OMB chapter — now serves as Director of the Office of Management and Budget. The document did not expire. It became the governing framework. The timeline was always 2025 onward.

Who pays the heaviest price

Project 2025's policies do not land evenly. Black Americans and working-class communities face disproportionate consequences across nearly every implementation area.

Education
Department of Education dismantled
Black students depend on Title I funding and Pell Grants at significantly higher rates than the national average. HBCUs receive substantial federal support that is now being restructured or eliminated. Dismantling the Department removes the federal oversight that enforces civil rights in schools.
Healthcare
Medicaid restructured to block grants
Black Americans are enrolled in Medicaid at higher rates than any other group. Converting to block grants caps federal funding and shifts cost burdens to states, reducing coverage for millions. The CFPB shutdown also removes protections against medical debt collection abuses.
Civil rights
DOJ Civil Rights Division deprioritized
Voting rights enforcement, housing discrimination investigations, and police accountability cases have all slowed. Fair housing protections are being rolled back at both the DOJ and HUD levels simultaneously — a compounding effect on communities already facing systemic discrimination.
Consumer protection
CFPB shut down — predatory lending returns
The CFPB was the primary federal agency blocking predatory lending practices that disproportionately targeted Black borrowers — payday loans, discriminatory mortgage terms, and debt collection harassment. Its dismantling removes that protection layer entirely.
Housing
Fair housing rollbacks at HUD
The Affirmatively Furthering Fair Housing rule — which required localities to actively address housing segregation patterns — has been formally ended. This directly reverses decades of desegregation enforcement and removes accountability for discriminatory zoning practices.
Federal workforce
Schedule F hits Black workers hardest
Black Americans represent nearly 18% of the federal civilian workforce — far above their share of the general workforce. Federal employment has historically provided stable, above-median wages and benefits for Black families. Mass Schedule F-enabled layoffs directly target this economic foundation.

Project 2025 most aggressively dismantles the programs and protections that Black Americans depend on most — and dismissing it as "expired" or a "hoax" leaves communities defenseless against policies being enacted right now. Calling documented federal policy a "Democratic talking point" is not skepticism. It is a form of miseducation that serves the people doing the dismantling.
